Does John Stuart Mill's conception of law conform to natural law or legal positivism?

I understand that he is all about freedom but at the same time he does accept society's need for a common morality. So i am leaning towards legal positivism (positive law) but I am still unsure due to the part about common morality. Could someone please explain this to me?
