If a taxpayer has care of younger siblings and is only 20 , how can they claim EIC under this new law .?

I have claimed my two younger siblings for 2 yrs as my mother is going through disability proceedings and is unable to work. I can not claim my mother as a dependent because she hasnt a disability status yet. However the new law that prevents anyone under 25 from using the EIC is not fair to those of us that actually do have the responsibility of the younger siblings. and in my case my mother.
